In this session, participants will learn about the impacts of cannabis legalization on impaired driving and the challenges this presents for the DUI system. This presentation will cover a variety of topics focusing on poly-substance impairment - SFST, ARDIE, DRE, oral fluid testing, law enforcement phlebotomy, toxicology, cannabis impairment detection workshops (Green Labs). Discussion will also include THC Isomers such as Delta 6, 7, 8, 9, 10, 11and the impacts of CBD. Darrin Grondel is the Vice President of Government Relations and Safety for responsibility.org, which launched their newest endeavor, the National Alliance to Stop Impaired Driving (NASID), with a focus on multiple substance impaired driving. NASID is a broad coalition of stakeholders working in a public/private partnership to end all forms of impaired driving through improved data and detection, innovative programs and technologies, and system reform. Big Changes to MnDOT Signing Practices

MnDOT's AFAD with TMA

This session includes an introduction to a new device that MnDOT has purchased and using to help aide in the protection of their flaggers. The device is an attachment to a Truck or Trailer Mounted Attenuator (TMA). They call it the Flagger TMA. It takes the flagger off the road and puts them in the seat of a protection truck, while allowing them to control the flow of traffic using a sign paddle that rotates and a full color matrix message board to interact with the approaching vehicles. This device was purchased to solve 2 problems: the first was to get the flaggers out of harms way. And the second was to allow for a moving work zone, yet still have functionality similar to that of an AFAD. Location: |

Pavement markings are notoriously hard to see in wet conditions, particularly at night. There are standards in place to measure the retro of pavement markings in wet conditions, but there hasn’t been any information available for what the wet retro ought to be. MnDOT has been installing wet reflective pavement markings over the past few years and has struggled with this question. MnDOT worked with the Texas Transportation Institute to determine what levels are appropriate through a human factors study.
