Prior to 2017, Arizona DOT received authorization for approximately $40,000,000 in federal HSIP funding. The money was intended for use on projects that would reduce fatal and serious injury crashes, but was not being used as effectively as possible on locally versus state-controlled roads. To counter this, Arizona DOT began holding statewide competitions in 2017 for HSIP funding of projects with the highest benefit to cost ratios, regardless of who owned the road. Over the past five funding cycles this has resulted in shifting the HSIP funding from state to local roads, but has created other issues.
