Update on the Rewrite of MASH and DOT Implementation Schedules
MASH was published in 2009, and later updated in 2016 when AASHTO and FHWA released their implementation plan. That plan included sunset dates for all product categories, which have now passed, yet some product categories have not offered MASH-tested products or only have a single product available. States have varied on how they accept (and do not accept) MASH products, and some are still bidding older NCHRP 350 products against MASH products. Recently, work has begun on converting MASH to a specification. Will there be changes to MASH or is this just a conversion? How long will the conversion take? Continuous Pavement Friction Measurement and Pavement Friction Management for Safety
Pavement friction is a critical characteristic of pavement that affects the frequency of all crashes. Measuring, monitoring and maintaining pavement friction, especially at locations such as curves and intersections where vehicles are frequently turning, slowing and stopping, can prevent many roadway departure, intersection and pedestrian-related crashes. Continuous pavement friction measurements (CPFM) combined with crash and roadway data allow agencies to better target pavement friction treatments and reduce the frequency and severity of crashes. Hear about the experiences of three states participating in a comprehensive and strategic effort to advance safety and promote the widespread adoption and eventual institutionalization of pavement friction management using CPFM. This integrated approach supports implementation of the FHWA Safe System Approach and will ultimately lead to fewer deaths and serious injuries on our nation’s roadways.

Traffic Signal Performance Measures Using Probe Data
Operations-oriented traffic signal performance measures are important for identifying retiming needs and improving traffic signal operations. Currently, most traffic signal performance measures are obtained from high-resolution traffic signal controller event data, which provides information on an intersection-by-intersection basis and requires significant initial capital investment. However, connected vehicles generate over 400 billion vehicle trajectory points each month in the United States. Through several case studies, explore how high-fidelity vehicle trajectory data can be used to produce traffic signal performance measures such as split-failure, downstream blockage, and quality of progression.

Highway Safety Improvement Program (HSIP) Best Practices from Arizona
Prior to 2017, Arizona DOT received authorization for approximately $40,000,000 in federal HSIP funding. The money was intended for use on projects that would reduce fatal and serious injury crashes, but was not being used as effectively as possible on locally versus state-controlled roads. To counter this, Arizona DOT began holding statewide competitions in 2017 for HSIP funding of projects with the highest benefit to cost ratios, regardless of who owned the road. Over the past five funding cycles this has resulted in shifting the HSIP funding from state to local roads, but has created other issues. With distraction, speeding crashes and fatalities rising across the country, it’s time to rethink teenage driver safety. In a concerted effort with ATSSA, contractors and local agencies, the Oklahoma DOT and Oklahoma Turnpike Authority helped launch Work Zone Safe to modernize the state’s approach to educating and engaging teen drivers on work zone safety. High Friction Surface Treatment (HFST) Application Reduce Crashes and Saves Lives
In 2008, horizontal curves made up only five percent of our Nation’s highway miles, yet more than 25 percent of fatal crashes occurred on horizontal curves. HFST is an emerging surface application and technology that is proven to reduce run off road crashes and related injuries and fatalities, and help motorists maintain better control in dry and wet driving conditions. Maricopa County DOT received Highway Safety Improvement Program funding that was applied towards HFST applications. Nelson South struggled for several years with high volumes of non-residential through traffic. The area had little cohesion as a place for community but rather a poorly designed urban residential area with a low socioeconomic past. In August 2019, the community petitioned to be part of the living street area, which led to a partnership between central government, local council and the community itself. What resulted demonstrates a quick, effective and innovative approach to improving safety in residential areas, with real benefits for our communities. The Journey of Auckland’s Proactive and Innovative Residential Speed Management Find out how Auckland’s Residential Speed Management program proactively prioritized 31% of Auckland’s residential roads for speed-related improvements. The network was divided into 446 areas and analyzed for quantitative and qualitative elements specific to each, which clearly identified communities in need of intervention and areas where different approaches can be taken. To date, speeds have reduced 20-30%, public perception has improved, and local walking and cycling has increased. Getting Everyone Home: Work Zone Road Safety Audits (RSAs)
The Tampa Bay District of the Florida DOT has implemented regular use of RSAs within active work zones across the District. These audits include a multidisciplinary team comprised of onsite construction inspectors, the contractor, law enforcement agencies, consultant staff and DOT staff, in an effort to improve communication related to active work zones, enhance safety, and allow for an independent review. The District also implemented a procedure to review every work zone plan to ensure the safety of all users is being considered during the design process. These efforts go hand in hand to guarantee both design teams and the contractors are working with one goal in mind: to get everyone home safely.

Advanced Machine-Learning Algorithms for Monitoring the Degradation of Pavement Markings
Most U.S. transportation agencies restripe their pavement markings based on visual inspection or a fixed schedule, instead of monitoring the retroreflectivity of their markings and restriping when the retroreflectivity drops to a specified threshold. These restriping strategies are not optimum in terms of both efficiency and economy, because on many occasions, markings are restriped before or after the end of their service life, wasting monetary resources and presenting safety issues. Explore a new tool based on advanced machine learning algorithms that can predict the future retroreflectivity of pavement markings without the need for taking regular measurements. Find out how implementation of this tool by state agencies can ensure that pavement markings are restriped timely, while minimizing the potential of under-striping and over-striping.

Funding Low-cost, Immediate Safety Needs
The Maricopa Association of Governments (MAG), which includes 27 cities and towns and three native nations, initiated the Roadway Safety Program (RSP) in 2019. The RSP utilizes DOT partnerships, creative funding and delivery mechanisms to finance low-cost, immediate safety needs. Explore how MAG developed and manages this program to make safety improvements in an expedited manner and reduce human impact of crashes on roadways region wide. Since the RSP was implemented, MAG has funded projects at 43 locations in nine local agency jurisdictions for a total of $8.9 million. Of these projects, 17 are complete, 12 are under construction and another 14 are in initiation phase.
